The Private Security Agencies (Regulation) Act, 2005 (PSARA) is the central law that regulates private security agencies in India. A PSARA Licence issued by the State or Union Territory Controlling Authority is the statutory permission required to commence or carry on the business of providing private security services — including deploying security guards and related services for hire. Operating a commercial security agency without a valid licence exposes the business to penalties, prosecution risk, and contract ineligibility with serious clients.
Any individual, firm, LLP, or company that intends to provide private security guards or agency services to third parties needs a PSARA Licence in each State of operation. This includes startups launching their first agency, existing manpower firms adding a security vertical, multi-city operators expanding territory, and agencies that previously operated informally and now need to regularise. Purely in-house arrangements for a company's own premises can involve different compliance analysis — commercial guard supply is squarely under PSARA.
The 2005 Act sets definitions, eligibility, disqualifications, licence grant/refusal timelines, validity, and penalties. States notify detailed Rules on forms, fees, training hours, uniforms, registers, and inspection practice. The Central Model Rules (including 2020 updates) influence training and standards. Always treat State Rules and Controlling Authority checklists as the operational source of truth for filing.

Section 7 of the Act contemplates fee slabs for one district, limited multi-district, and whole-state operation (commonly discussed as ₹5,000 / ₹10,000 / ₹25,000, with State exceptions such as higher whole-state fees in some jurisdictions). Validity is typically five years, but several States are widely noted for one-year validity (for example Madhya Pradesh, Uttarakhand, and Chhattisgarh in industry practice notes). Most States require an MOU with a recognised training institute. Model Rules culture references substantial classroom and field hours for entry-level guards, with reduced pathways for ex-servicemen and former police in many Rules. Supervisors often need higher experience or training thresholds. Retain certificates — renewals and inspections re-check training continuity.
There is no single 'All India PSARA Licence' that replaces State licences. If you operate in multiple States, plan a sequence: stabilise home-State licence and labour systems, then expand State-by-State aligned to client geography and office presence. Each State has its own Controlling Authority, forms, and verification culture.
