PSARA License Process — Step by Step

Decide the State of first licence, whether you need one district, multi-district, or whole-state coverage, and where the principal place of business will stand inspection. Wrong coverage choice forces rework. Map client geography before paying fees.

Incorporate or amend the entity so main objects expressly permit private security agency services. Mismatched objects are a classic rejection reason. Align director KYC names with PAN and Aadhaar exactly.

Collect rent/lease or ownership papers, recent utility bills, photographs of the premises, and landlord NOC if rented. Many States treat pure virtual offices as non-starters. Commercial premises are preferred where Rules or practice insist.

Execute an MOU with a State-recognised security training institute covering required curricula. Some States also expect licensee training (for example specialised academy programmes). Keep signed copies and institute credentials in the dossier.

Complete application forms and affidavits covering eligibility under Section 6-type disqualifiers, pending cases disclosure, and training availability. Omissions and contradictions invite queries or refusal.

File character and antecedent verification for each proprietor, partner, or director through the prescribed police channel (district SP, Special Branch, commissionerate, or portal track). This stage often dominates the calendar.

Submit the complete set with fee proof for the chosen slab. Online States need clean scans and valid digital signatures; offline States need correctly ordered physical files and payee-correct instruments.

Expect possible premises inspection, register readiness checks, and uniform review. Non-compliant insignia that resemble police or military create avoidable friction.

On satisfaction, the Authority grants the licence (typically within timelines under the Act when the application is complete — practical total time is often longer due to verification). Implement Form-style registers, labour registrations as thresholds apply, and client contracting discipline.

Diaries renewal well before expiry (commonly 45+ days; some States effectively need longer). One-year validity States need annual operating rhythm, not a five-year mindset.
