What is a Training MOU?
A Training Memorandum of Understanding (MOU) is a formal agreement between your security agency and a State-recognised security training institute. It is a mandatory prerequisite for PSARA License applications in virtually all states. Without an MOU, your application will be rejected at the initial scrutiny stage.
Why States Require Training MOU
The PSARA Act, 2005 mandates that all security guards must undergo prescribed training before deployment. The MOU evidences that your agency has a committed arrangement with a recognised institute to deliver this training. Controlling Authorities view the MOU as proof that your agency will deploy trained, compliant manpower — not informal labour.
What the MOU Must Cover
- Unarmed guard training curriculum (typically 100 hours classroom + 60 hours field under Model Rules)
- Armed guard training where applicable (additional 40 hours weapons module)
- Ex-servicemen reduced-hour pathways where Rules permit
- Renewal and refresher training provisions
- Certificate issuance and record-keeping obligations
State-Specific Training Variations
- Rajasthan: 100 hrs classroom + 60 hrs field under Rules 2022; syllabus includes VIP security, fire fighting, anti-sabotage
- Maharashtra: 100 hrs classroom + 60 hrs field; ex-servicemen typically 40+16 hours
- Karnataka: Physical standards and supervisor ratios under State Rules; medical exams every 12 months
- Tamil Nadu: Physical standards (height/chest/weight norms); medical exam typically every 12 months
